Position Summary

This position reports to the Assistant Director of Data Analysis. Under this general supervision, the incumbent is responsible for the Center’s activities associated with the evaluation of portfolio schools against local, state, and federal expectations. Primary responsibilities of this position consist of coordinating the analysis and reporting of quantitative and qualitative data as directed. The incumbent is expected to ensure a working knowledge of state and national best practice in methods for evaluation, perform and support project management duties in accordance with developed timelines, serve as a resource to Center staff, schools, and external partners as directed, identify and define relevant issues and recommend solutions to resolve problems in a timely manner. The incumbent may be expected to conduct reviews and participate as directed in other Center functional areas. Must be willing to travel as needed.

Required Qualifications

Bachelor’s degree.
Five years of professional experience with a strong background in statistics, modeling, quantitative analysis, and program evaluation.
Self-motivated with strong analytical, communication and decision making skills.
Ability to work with diverse administrative and professional staff, as well as various constituencies associated with the charter schools movement.
Demonstrated ability to coordinate, develop and implement organizational processes.
Ability to assist in planning and coordinating programs and administrative activities of a complex, interrelated and interdependent nature, where unknowns and numerous contingency factors are involved.
Demonstrated ability to collect, organize, process, and manipulate data/information.
Demonstrated positive interpersonal, written and oral communication skills.
Ability to manage multiple assignments and competing priorities while maintaining attention to detail.
Ability to maintain positive relationships with internal and external publics.

Preferred Qualifications

Master’s degree.
Understanding of student achievement data.
Knowledge of charter schools/K-12 public education.
Knowledge of data analytics programs.
Knowledge of systems and procedures.
Familiarity with on-line information gathering and syndicated research sources.

Duties & Responsibilities

Manages the implementation and evolution of the Center’s framework and system for evaluating schools in the areas of academics, operations, and finance.
Directs the design and implementation of seasonal analyses and reporting for schools that is differentiated by performance type.
Monitors state and national charter school performance, providing relevant data and information to internal and external stakeholders upon request.
Manages state and federal assessment and accountability requirements, including methods, participation, appeals processes, and reporting.
Supports the design, development and monitoring of internal organizational evaluation, including Center wide goals, unit plans and objectives, as well as business processes.
Formalizes Center wide research questions, conducts exploratory data analysis and produces findings reports containing graphs, charts and recommendations as applicable.
Conducts alignment studies that evaluate the correlation of other student performance data against the state’s standardized test, including interim benchmarking assessments, mission-specific measures, measures of student engagement, and other predictors of school performance.
Advances a working knowledge of the best systems for generating data reports, graphs, and presentations, including but not limited to a working understanding of R, based reporting tools.
Participates on internal and external committees as assigned.
Presents research and performance findings to internal and external audiences.
Serves as a resource to CMU-authorized schools, Center staff and various state agencies in the areas of school performance and accountability.
Reviews, analyzes and compares data and reduces it to writing in report form.
Identifies problems, defines relevant issues and recommends solutions to resolve problems in a timely manner.
Assists with special projects as assigned.
Provides assistance with unit planning.
Carries out advanced data analysis technique.
Assists with data interpretation and develops data related business rules.
Other duties as assigned.
